Charles Garver Bortner was born February 8, 1828 in Codorus, York, Pennsylvania. He was a farm hand and worked odd jobs most of his life. He married Lydia Miller Lau on September 29, 1850. She was a daughter of Daniel Lau and Barbara Deborah Miller and was born November 9, 1827 in Chanceford.
Charles was corporal of the 166th Pennsylvania Volunteer Infantry Co. B. Enlisted on October 24, 1862 and honorably discharged July 28, 1863. His regiment was sent to Newport News, Va for garrison and then to Suffolk, VA where they would be attached to the seventh army in Union General and future US Marshall Robert Sanford Foster's Brigade. His company engaged in the Battle of Deserted House (AKA Kelly's Store) on January 30, 1863, The Siege of Suffolk during April and early May of 1863 and other operations under Major General John Peck during Dix's Peninsula Campaign.
